Joseph Atta-Mensah

Joseph Atta-Mensah served as a Principal Policy Adviser in the Macroeconomics and Governance Division at the United Nations Economic Commission for Africa (UNECA) until August 2023. In this role, he ensured that key policy findings from UNECA research were applied to support policy implementation at national, sub-regional, and continental levels. His work encompassed macroeconomics, monetary economics, and economic modeling. Joe also led teams providing policy advisory services to various institutions, helping them develop strategies, programs, and projects in these areas. Additionally, Joe held the position of Director of the Office of Strategic Planning and Programme Management at UNECA, overseeing program planning, policy coordination, and the monitoring and evaluation of UNECA’s work. As the Director of Regional Integration, Infrastructure, and Trade at UNECA, he focused on research and analysis related to Africa’s regional integration, infrastructure, and trade policy. He has advised governments, Regional Economic Communities (RECs), and other stakeholders on these issues.
Before joining UNECA in July 2004, Joe worked as a Senior Economist at the Bank of Canada. He holds a doctorate in Financial Economics from Simon Fraser University in British Columbia, Canada, and has published several refereed scientific articles. His research interests include regional integration, macro- and monetary economics, and economic development.
